02 Opportunity area

North Street East

North Street East is one of the opportunity areas identified in Rugby’s Town Centre Delivery Plan. The area includes an important town centre car park, close to Rugby Central, Regent Street, Market Place and surrounding shops and services.

A town centre car park on a sunny day, framed by trees, with rows of parked cars between red-brick buildings and the back of a shopping centre beyond.

The Delivery Plan identifies opportunities to improve the area while retaining its use as a car park.

The plan shows the North Street East area inside a red site boundary: a tall, narrow site between North Street on the left and Chestnut Field on the right, from just below Regent Place down to near Market Place. The numbers and colours follow the key.

  • Most of the site is retained existing car park, shown in grey, with retained existing buildings in white at the top.
  • Two positively contributing historic buildings, to be retained, stand on North Street.
  • 1: improved pedestrian movement between Rugby Central and the Regent Street shopping area. A strip across the middle of the car park is shown as an improved surface and new green link, lined with proposed trees.
  • At the North Street end of the new link, a small area is marked for the relocation of the public toilet.
  • Below the link, a plot on North Street is marked as a potential redevelopment site in the future.
  • An improved wayfinding link runs along the new green link, from North Street towards Rugby Central and across Chestnut Field to Regent Street, where it splits to run up and down the street.

Existing trees line the upper left edge and the Chestnut Field side. North Street and Regent Street are town centre use beyond the site, and the top of Chestnut Field is residential or mixed use beyond the site. Markers point to Rugby Central, the Regent Street shops and Rugby town centre at Market Place.

Improving the arrival experience

At the moment the area is mainly used for parking. Future improvements could make it feel more welcoming and easier to use while still protecting its role as a practical car park — clearer routes into nearby streets, improvements to the look and feel of the area, and better links between the car park, Rugby Central and other parts of the town centre.

Better connections

The car park sits close to several important routes. Improving how people move between North Street East, Regent Street, Market Place and Rugby Central could make the area feel more connected and encourage people to visit more than one part of the town centre in a single trip.

Retaining town centre parking

Parking remains important for residents, visitors and businesses. The intention is for North Street East to stay in use as a car park; future work would focus on improving its appearance, layout and connections so it supports wider regeneration while continuing to provide parking.

Timeline

What happens next

A longer-term opportunity within the Delivery Plan. Further work will be needed to understand what improvements could be brought forward, how they would be funded and how they fit with other town centre projects. Updates will be shared as plans develop.
